Grants are a new funding instrument at ECMWF, providing financial contributions to organisations that support ECMWF’s objectives. When funded under specific European Union (EU) programmes, these grants also aim to further the interests of the EU.
Grants are made available through a Call for Proposals — a public invitation directed at specific categories of applicants to submit proposals that align with the priorities outlined in the Call.
Once awarded, grants are governed by the Grant Agreement signed between ECMWF and the Coordinator of the grant proposals.
ECMWF Copernicus Calls for Proposals
Copernicus is the European Union’s (EU) flagship programme for monitoring the Earth's environment using satellite and in-situ observations. ECMWF is operating two services on behalf of the EU: the Copernicus Atmosphere Monitoring Service (CAMS) and the Copernicus Climate Change Service (C3S).
The first ECMWF Call for Proposals under the C3S National Collaboration Programme is now open with deadline of 30 September 2025, 14:00 CEST.

- Principles of ECMWF Grants

ECMWF applies the following principles to grants:
Equal treatment of all applicants or beneficiaries;
Transparency of the procedures;
Co-financing: as a general rule the grant beneficiaries should contribute towards the activities of the grant;
Non-cumulative award and no double financing, each beneficiary may not receive more than one grant per project and in no circumstances shall the same costs be funded by different sources;
Non-retroactive: actions already completed are not eligible for ECMWF funding;
Non-profit: grants shall not have the purpose or the effect of generating profit.
Without prejudice to the co-financing principle, the funding rate may be up to 100% of the eligible costs.
As an international organisation, ECMWF is governed by its Convention and its associated financial regulations.
- Grants debriefing and review procedure

In the context of the selection process, applicants may request a debriefing or a review, if they believe that there has been a procedural shortcoming or a manifest error in the checks or assessment of the proposal. For more information, please refer to the ECMWF redress procedure below.
