A "meteorological message" is an entity defined in the WMO Publication No. 386 - Manual on the GTS. In general, a meteorological message contains

All character data in messages originating from ECMWF are represented in CCITT International Alphabet No. 5. The Manual on the GTS also contains procedures, length limits and recommendations for the preparation and transmission of character and binary data. Where ECMWF practice differs from that approved by WMO in the following, such differences are indicated.
