The production and primary validation phase of the ERA-40 project is
being funded for a three-year period from 1 April 2000 by the European
Union under its Fifth Framework Programme in Energy, Environment and Sustainable
Development, through contract EVK2-CT-1999-00027. This Project Plan is
based closely on the technical annex of the contract, which follows a
form prescribed by the European Commission. It was edited by Adrian Simmons
and Rex Gibson of ECMWF, using input from other staff of ECMWF and from
the partners in the project. In the planning phase the partners were represented
by Klaus Arpe of the Max-Planck-Institut für Meteorologie, Tony Slingo
of the Meteorological Office, Pascal Simon of Météo-France, Gerbrand Komen
of Koninklijk Nederlands Meteorologisch Instituut, Roy Jenne and Kevin
Trenberth of the National Center for Atmospheric Research, and Brian Hoskins
and Julia Slingo of the University of Reading. ECMWF contributors included
Tony Hollingsworth, Sakari Uppala, Per Kållberg and Keith Edwards. Rex
Gibson was Project Manager for the preparatory phase of ERA-40 until his
retirement from ECMWF at the end of August 1999. Sakari Uppala is the
current ERA-40 Project Manager.
